Smart Nation 2.0: A Vision for the Future

The refreshed Smart Nation 2.0 vision, launched in 2024, builds upon Singapore’s decade-long digital transformation journey. It sharpens the country’s focus on three pillars: Trust, Growth, and Community. These priorities reflect Singapore’s strategic direction in harnessing technology to boost economic opportunities while ensuring digital inclusivity.

Trust

Trust remains the foundation of Singapore’s digital strategy. The government is committed to strengthening cybersecurity, safeguarding personal data, and ensuring online safety. Initiatives such as the Digital Infrastructure Act (DIA) and the Online Safety Commission bolster digital trust by protecting critical digital systems and mitigating online harms. Through these efforts, individuals and businesses can confidently engage in the digital economy without concerns over data security or misinformation.

Growth

Smart Nation 2.0 prioritizes economic growth through digital and AI-driven innovation. Key programs like the National AI Strategy (NAIS) 2.0 and the Enterprise Compute Initiative (ECI) aim to equip businesses with advanced technological tools to remain competitive globally. By enabling enterprises to integrate generative AI and cloud computing into their operations, Singapore is positioning itself as a resilient, high-tech economy ready for the future.

Community

Technology should unify society rather than create digital divides. Recognizing this, Smart Nation 2.0 places strong emphasis on digital inclusivity. A key initiative is the Digital Skills for Life (DSL) framework, which provides training on generative AI and other emerging technologies to citizens of all skill levels. Furthermore, the government is enhancing Digital Service Standards (DSS) to ensure accessibility, particularly for persons with disabilities. These measures reinforce Singapore’s vision of a digitally cohesive society where all individuals, regardless of background, can benefit from technological progress.

Smart Nation 2.0 reflects Singapore’s persistent ambition to drive innovation while upholding principles of trust and inclusivity. As these initiatives take shape, businesses and individuals alike can look forward to a digital future that is secure, dynamic, and inclusive.

Supporting Business Transformation Through AI

MDDI reaffirmed its commitment to helping enterprises adopt artificial intelligence (AI) through a suite of programmes under the National AI Strategy (NAIS) 2.0. Among the highlights shared in the speech of Senior Minister of State for Digital Development and Information, Mr. Tan Kiat How's speech are:

  • Enterprise Compute Initiative (ECI): As announced by the Prime Minister in the Singapore Budget 2025, S$150 million will be allocated to help companies access AI compute infrastructure through partnerships with leading cloud service providers. This is aimed at reducing the cost and complexity of adopting AI tools.
  • AI Centres of Excellence: Over 26 AI CoEs were established in 2024 alone, enabling cross-sector collaboration and innovation. Firms in finance, logistics, and healthcare are already seeing productivity gains through AI pilots developed in these centres.
  • GenAI Playbook and Navigator: Two new tools now available on the CTO-as-a-Service platform support SMEs in adopting generative AI responsibly. The Playbook offers frameworks tailored to digital maturity levels, while the Navigator recommends grant-supported AI tools aligned to business needs.
  • GenAI Sandbox: More than 120 SMEs tested AI applications through the sandbox programme in 2024. Following its success, Sandbox 2.0 was launched, adding solutions for HR, design, and sales enablement.

Whether you're exploring AI for marketing automation, customer service, or data insights, these initiatives provide a pathway to adoption with structured guidance and funding support.

Expanded Support for SME Digitalisation

SMEs Go Digital continues to serve as a key framework for digital adoption. Since 2017, it has supported around 100,000 SMEs, with a marked increase in adoption since 2020. In COS 2025, several enhancements were announced:

  • Updated Industry Digital Plans (IDPs): IDPs for retail, legal, security, built environment, and tourism have been updated to include AI solutions. IDPs for F&B and hospitality are expected to follow.
  • CTO-as-a-Service Expansion: The platform now includes the GenAI Navigator and continues to offer digital consultancy, tech readiness assessments, and curated tools.
  • Productivity Solutions Grant (PSG): This remains a key financing tool for SMEs, subsidising business costs for pre-approved solutions, a number of which are now AI-enabled.

These measures aim to reduce cost barriers, ensure security by design, and provide clarity on what digital tools are most relevant per industry.

Strengthening Cybersecurity and Digital Trust

In a digital-first economy, trust and security are foundational. MDDI highlighted several regulatory and programme updates designed to help businesses strengthen their digital defences:

  • Digital Infrastructure Act (upcoming): A new law will enhance the resilience and cybersecurity standards for critical digital infrastructure providers, including cloud services and data centres.
  • Cyber Essentials & Cyber Trust Certifications: Businesses are encouraged to attain baseline cybersecurity certifications to demonstrate good digital hygiene.
  • CISO-as-a-Service: SMEs lacking in-house expertise can engage cybersecurity consultants to help implement best practices and respond to incidents. The Cybersecurity Agency of Singapore (CSA) will also introduce a post-incident reporting and response function in the future.
  • Updated Cybersecurity Frameworks: By mid-2025, updated standards for Cyber Essentials and Cyber Trust will include guidance specific to cloud and AI-related deployments.

Cyber risk is a rising concern across sectors. These support schemes help businesses maintain operational continuity while building trust with customers, partners, and regulators.

Building a Future-Ready Workforce

To support long-term digitalisation, the Singapore government is placing emphasis on workforce enablement. The goal: a nation of AI-literate and digitally confident workers.

Key initiatives for employers include:

  • SkillsFuture for Digital Workplace (SFDW) 2.0: The programme now includes training in generative AI tools, such as ChatGPT and Microsoft Copilot, tailored for non-tech workers.
  • Enhancements to IMDA’s Digital Skills for Life (DSL) Framework: In 2025, IMDA will enhance the DSL framework and work with partners to offer content and programmes about GenAI.

Employers are encouraged to upskill their workforce in tandem with tech adoption, ensuring talent readiness keeps pace with digital transformation efforts.

Sector-Specific Opportunities

While the initiatives are broad-based, several sectors stand to gain directly:

  • Retail and F&B: Updated IDPs feature AI tools for inventory, sales, and customer engagement. PSG support applies to POS systems, smart kitchens, and e-commerce tools.
  • Logistics: AI applications such as route optimisation and automated reporting are gaining traction. The TradeTrust framework supports digitalisation of cross-border trade documents.
  • Professional Services: Law and accounting firms can access PSG-supported legal tech and fintech solutions. AI use cases include contract analysis, compliance checks, and customer insights.
  • IT and Software: Firms can tap into ecosystem demand by becoming PSG solution providers or joining government AI initiatives. AI assurance and cybersecurity tools are emerging opportunity areas.
  • Electronics and Manufacturing: As part of Singapore’s national semiconductor and R&D strategy, businesses can explore AI for quality control, automation, and supply chain intelligence.

What This Means for Business Owners

The COS 2025 announcements reflect a broader shift: digital transformation is now integral to business competitiveness, not just operational improvement.

For SMEs, startups, and foreign firms expanding into Singapore, this is a strong signal that public infrastructure, funding support, and regulatory frameworks are aligned to enable digital growth.

Businesses should:

  • Review updated Industry Digital Plans for sector-relevant tech tools
  • Leverage PSG and CTO-as-a-Service for cost-effective adoption
  • Ensure compliance with Cyber Essentials and data protection standards
  • Encourage employee participation in SFDW 2.0 and TeSA-supported training
  • Monitor grants, partnerships, and pilot programmes for opportunities to experiment and scale

Singapore’s Smart Nation 2.0 vision is not just a government aspiration – it’s a blueprint for how businesses can modernise, compete, and thrive in a digital-first economy. By aligning with national efforts in AI, cybersecurity, and workforce development, businesses can unlock new efficiencies, build trust, and stay resilient amid change.
